Position: The Idaho Department of Environmental Quality (DEQ) is hiring a Surface Water Quality Manager - Analyst 4 for the Lewiston Regional Office. Salary Range: $34.25 - $38.82 Responsibilities: · Direct regional implementation of the Surface Water Protection Program. · Supervise development and implementation of surface water management plans, authorization of environmental permits, regional staff performing water quality and environmental monitoring, review of activities for state environmental rules regulatory compliance, complaint response, technical assistance, and public outreach. · Act as the lead liaison for regional program correspondence with public groups and agencies on state environmental code, statutes, standards, and policy. · Develop and manage regional program and project budgets. Minimum Qualifications: Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public. Physical Requirements: - Ability to sit and work on a computer for 2-4 hours at a time. - Ability to bend and reach for filing purposes. - Some periods of heavy reading and typing are required. - Ability to lift 30 pounds when working with file boxes. - Some travel may be required. - Ability to climb ladders, staircases, work on uneven terrain. - Ability to lift and carry up to 30 pounds over rough terrain. - Ability to lift and carry up to 50 pounds over rough terrain. - Ability to work in adverse or inclement weather. - Ability to work in extreme hot or cold temperatures both outside and inside. - Ability to work on elevated instrument platforms, ladders, etc. - Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain. - Must be able to swim and perform field work without on-site assistance or supervision. - Occasional travel required. - May work in the vicinity of loud noise. - May be required to travel and stay overnight in remote areas. - May come into contact with hazardous waste/materials. - Eyesight needs to be 20/20 (as corrected) to observe field compliance.
