Background Information:
Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems for the US Department of Defense (DOD) and commercial customers, is seeking an experienced Program Manager to join our Undersea Warfare (USW) business area based in our Fall River, MA or Arlington, VA office. The Program Manager will work with senior leadership and a fast-paced team of mission-focused engineers to solve some of our customer’s toughest challenges. Initiative, creativity, reliability, and efficient teamwork will be required to successfully deliver innovative solutions in this dynamic customer space.
Overview:
The Program Manager will support multi-disciplined teams focused on DoD initiatives in support of tactical capability development primarily for Navy surface and submarine platforms. Project areas include DevSecOps, real-time automated test and analysis, virtual compute environments, machine learning based data analytics, cybersecurity, backfit and forward fit tactical solutions. The Program Manager will be responsible for the delivery of on-time and on-budget solutions which meet or exceed customer expectations. This individual will be a primary customer interface, lead a multi-disciplined engineering team and be responsible for maintaining schedule and cost objectives for each project. In addition, he/she will ensure the logical and systematic conversion of customer requirements into solutions that account for technical, schedule and cost constraints.

Responsibilities Include:
- Lead the management and execution of one or more technical programs and corresponding multi-disciplined engineering teams
- Evaluate program status to ensure progress is being accomplished toward specified program objectives and modify methodology as required to redirect activities to attain objectives
- Serve as the primary customer interface
- Schedule and track deliverables and project costs
- Develop program level project and staffing plans
- Ensure programs deliver solutions which meet all contractual requirements and customer expectations including technical performance, quality, and cost
- Develop and execute on business, solution, and product strategy to ensure the growth and success of one or more programs
- Support proposal development and cost estimating for follow-on and new contracts
Minimum Required Qualifications:
- Candidates should possess a minimum of a bachelor’s degree with 5+ years’ experience in program management
Required Skills:
- Familiarity with complex project planning and execution tracking
- Experience in proposal and cost estimation development
- Prior experience managing DoD programs, contracts, or subcontracts
- Understanding of US Navy platform-level tactical systems and software
- Familiarity with DoD Systems and/or Software Engineering processes
- Strong technical background in systems and/or software engineering
- Ability to travel up to 10%
Preferred Skills:
- Experience with systems engineering, test, and/or program management within the Program Executive Office Undersea Warfare Systems (PEOUWS), formerly Program Executive Office Submarines (PEOSUB) and/or Submarine Warfare Federated Tactical System (SWFTS) communities
- Master’s degree, M.B.A, or PMP
- Experience with DOD Small Business Innovation Research (SBIR) contracts, Other Transactional Authority (OTA) contracts, or equivalent
- Skilled in financial analysis
- Versed in Earned Value Management
- Working knowledge of DOD cybersecurity goals and techniques
