Main Sail is seeking a Systems Analyst to support a project focused on the installation, enhancement, and maintenance of the Navy's Hazardous Inventory Control System (HICS) aboard Naval surface ships.

Main Sail is seeking a Systems Analyst to support a project focused on the installation, enhancement, and maintenance of the Navy's Hazardous Inventory Control System (HICS) aboard Naval surface ships.
Responsibilities:
- Support shipboard HICS installation approvals and processes through the SHIPMAIN program, NDE, and RMMCO processes.
- Support Organizational Support and Integration Coordinator (OSIC) functions at CONUS and OCONUS installation sites.
- Update and maintain HICS user manuals.
- Coordinate, schedule, and conduct HICS user training.
- Develop test procedures and test cases for integration, regression, and system-level tests.
- Analyze test queries and client issues to resolution.
- Support the development of user stories in PBIs or bugs to ensure data requirements are captured.
- Support customers and users in testing, assuring software and systems quality and functionality.
- Provide support to the development of release packages.
- Create and maintain system application documentation to include but not limited to, Operational Concept Documents (OCD), Requirements Statements, System Specifications, Design Documents, System Flowcharts, Test Plans, Use Cases, User Guides, Implementation Plans, or similar documents.
- Manage and maintain the documentation library.
- Perform evaluation of new technology tools and methodologies to support application engineering.
Qualifications and Experience: Must have 2+ years of experience and knowledge of the following:
- U.S. Navy shipboard installation approvals, including any of the following: SHIPMAIN program, Navy Modernization Process (NMP), Regional Maintenance and Modernization Coordination Office (RMMCO) processes, or Navy Data Environment (NDE) processes.
- Prior experience performing OSIC duties, following both NDE/RMMCO processes, is a significant PLUS.
- IAM-II Level Certification (baseline Security+ or substitutes per DoD 8570.01-M) preferred.
- Technical experience managing or performing software engineering activities - most notably Software Testing and Test Planning.
- Experience with one or more programming languages preferred.
- Experience in Microsoft development tools, analysis, development, and maintenance preferred.
Place of Performance: Mechanicsburg PA (government site) with 25% travel to U.S. Navy Fleet CONUS and OCONUS locations to support software deployment.
Period: 9/30/24 - 9/29/25 plus 2 option years likely
