CONTRACTOR QUALIFICATIONS AND EXPERIENCE

The selected Contractor must possess the following qualifications and experience:

• 5 years demonstrated experience with implementing Health Care Systems.
  
  
• 5 years demonstrated experience with clinic management or electronic health record software.
  
  
• 5 years demonstrated experience writing and developing user and system requirements.
  
  
• 3 year demonstrated experience with Agile software development, project management, and testing practices.
  
  
• 5 years demonstrated experience in analysis, testing and flowcharting, and unified modeling.
  
  
• 5 years demonstrated experience using SQL.
  
  
• 5 years demonstrated experience with formal software testing.
  
  
• 5 years demonstrated experience with root cause analysis and troubleshooting.
  
  
• 1 year demonstrated experience with systems analyst project lead.
  
  
• 1 year demonstrated experience with developing and mentoring analyst.

CONTRACTOR RESPONSIBILITIES

• Develop user requirement documents, design documents, and screen presentations based on user requirements, user input, and user feedback.
  
  
• Provide research and analytical services for defects, enhancements, and systems as they emerge.
  
  
• Meet with the Department's Program offices to collect user requirements, facilitate the development of Requirements documentation for defects, and enhancements to the HMS system.
  
  
• Facilitate development of the HMS System requirements by using object-oriented methodology and design using the Unified Modeling Language and/or Flow Charts.
  
  
• Develop test cases and scripts to test the application and provide support, software testing, and quality assurance to ensure that the application meets user requirements.
  
  
• Provide work estimates, communication, and updates for Release Planning, Sprint Planning, and Daily Scrum, daily in the time indicated on the work tickets, to implement system feature enhancements or additions and bug fixes.
  
  
• Document and follow the Department's processes and ensure compliance with Department Standards.
  
  
• Complete job required training. Submit verification of the completion of the training.
