Clearance: The majority of positions require a Top Secret security clearance, based on current background investigation (SBI), as well as the favorable completion of polygraph. Clearance and polygraph processing will be completed by the U.S. Government.

Responsibilities:Provide direct system engineering support to a government Technical Director. Support the customer in modernizing the process by which auto-dissemination proposals are adjudicated for approval. Candidate will compile and review dissemination obligations stemming from law and policy, opinions from the client's general counsel, and prior adjudications. With this knowledge, the candidate will help the client identify criteria by which auto dissemination proposals will be decided, including prohibitions by rule, allowances by rule, and standards of judgement that may be used to determine whether a proposal should be allowed when it is neither prohibited or allowed by rule. The candidate will help the client define processes by which requestors may efficiently determine whether their proposal will be prohibited, allowed, or subject to adjudication. The candidate will create artifacts to assist requestors and adjudicators in understanding and performing their duties relative to the defined process. The candidate will need to be able to understand/learn the data flows between systems; and learn how data is transformed, checked and manipulated to support dissemination adjudicators in getting the information and artifacts needed to verify that the described controls and interfaces meet policy, oversight and compliance requirements, as well as any requirements specifically levied by the adjudicating body.
Qualifications:Individual Capabilities/Experience Required:
- A Bachelor’s degree in Computer Science, Electrical Engineering, Systems Engineering, or a related discipline and at least 20 years of systems engineering experience. A Master’s or PhD Degree may be substituted for two years of experience. Note: a High School Diploma or GED plus 24 years of systems engineering experience would also be acceptable.
- Familiarity with intelligence community law and policy protecting U.S. persons
- Process engineering and/or Lean Six Sigma experience
- Systems engineering or development experience
- This is a full-time position requiring 1880 hours of support per year.
- Position requires TS/SCI clearance with polygraph
Individual Capabilities/Experience Desired:
- Familiarity with U.S. or international privacy and civil liberties law and policy
- Operational SIGINT experience (i.e. CNO, NCSC and Analytics experience)
- Experience as a SIGINT analyst/reporter/auditor
- Strong oral, written and interpersonal communications skills
- Ability to work independently as well as within a team setting to complete assigned tasks within expected schedule to complete
- Flexible/easily adaptable within a dynamic work environment
- Should be comfortable guiding people without having influence over them
