General Purpose
The Program Administrator is responsible for supporting Transmission and Distribution exempt, craft, apprentice or bargaining unit training and progression programs that have an impact on corporate, business unit, or organizational objectives. Maintains, monitors, reports, and ensures compliance with state and federal agencies that oversee apprentice programs through diligent record keeping. Under general direction, coordinates and/or conducts training assessments and gap analyses to determine individual training requirements. Will have general familiarity with all fields and classifications within the operations function of an electric utility, including management, administrative and journeyman craft roles and functions.
Responsibilities
- Assist with the development, delivery, review, and maintenance of training program curriculum, materials and tools needed for these assessments and classes ensuring compliance with T&D training requirements.
- Facilitate technical training, progression programs, or apprenticeship programs.
- Provide support for new hire pre-apprentice assessments and communicate assessment schedules.
- Function as the system administrator for internal or external software used for tracking training and progression, managing applicable training documents for software.
- Ensure proper record keeping and reporting to Department of Labor, VA-Once, and other government agencies in accordance with statutes, rules, and regulations to include but not limited to registration, cancellation, and reporting of apprenticeships, veteran employees’ hours, and programmatic reporting.
- Audit training records for accuracy and assure compliance with all requirements logged in the respective tracking systems. Can be asked to supply these records for audits and to provide support during labor investigations.
- Provide administrative support to departments, JATC, subcommittees, and any other recipient groups, related to program trainings, which may include scheduling and coordinating meetings, ordering meals if necessary, taking meeting minutes, tracking inventory of materials, printing, ordering, sending related course of study materials out to participants, providing supporting documentation, reconciling expenses, etc. (opening and closing the building, assisting with troubleshooting)
- Perform other duties as assigned.
Requirements
- Bachelor’s degree in business, electrical engineering, or a journeyman level license or certification in one of the covered crafts; or the equivalent combination of education and experience.
- Experience in a professional setting, presenting, or preparing, materials or trainings, to others.
- Excellent organizational, communication and interpersonal skills including the ability to develop a rapport with different audiences, and to understand and adapt to the various learning styles of class participants.
- Proficient with the use of personal computers using Microsoft office suite including spreadsheet, database, word processing, and presentation applications.
- Willing to travel.
Preferences
- Previous field or administrative experience supporting field based T&D operations.

This position is eligible for an annual discretionary performance incentive bonus of up to 12.00% of salary.
