For this TO, the contractor will provide a full Transition-In plan to identify key points of contact (POC) for liaison between the Government and the prime contractor to ensure an orderly transition.
PERIOD OF PERFORMANCE:10/02/2024 – 10/01/2025
The contractor Team Lead/Program Manager (TL/PM) shall provide the contractor personnel, comprehensive management, contractor travel, supervision of contractor resources, and any required deliverables necessary to satisfy the requirement. The contractor shall perform the work in accordance with the resultant base agreement, and as specified in this order.
The Program Manager will begin a full transition -In plan (09/01/2024 – 09/30/2024) and then (10/02/2024 – 10/01/2025) perform the work in accordance with the result base agreement.
DESCRIPTION OF SERVICES:
The contractor Team Lead/ Program Manager will provide a full Transition-In plan to identify key points of contact (POC) for liaison between the Government and the prime contractor to ensure an orderly transition The contractor Team Lead/Program Manager (TL/PM) shall provide the contractor personnel, comprehensive management, contractor travel, supervision of contractor resources, and any required deliverables necessary to satisfy the requirement. The contractor shall perform the work in accordance with the resultant base agreement, and as specified in this order.
The Team Lead/Program Manager should have HR experience since the scope of work for the Task Orders is HR. The ideal candidate will have a sharp business mind and proven ability to strategize and implement high-level program initiatives. As a natural leader, this person should have strong talent for project coordination and delegation. Ultimately, the program manager should be motivated by a desire to optimize productivity and nurture program success from inception to completion.
REQUIRED AND DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Minimum Requirements
- High school diploma or equivalent.
- A minimum of 4 years of documented, relevant experience required for this position involves program management performing tasks such as staffing, budgeting, scheduling, and client interaction.
- Must be proficient in Microsoft Office 365 suite of applications specifically Word, Excel, and PowerPoint.
- Operating knowledge of and experience with typical office equipment, such as telephones, copier, fax machine, Email, 10-key, etc.
- Knowledgeable experience in pre-award and post-award administration of federal contracting.
Preferred Qualifications
- Bachelor’s degree or at least 24 credit hours in business, human resources or a related field that focuses on policy, planning, program operations and training preferred.
- Five (5) years of operational experience in Federal Contracting program management strongly desired.
- Project Management Professional (PMP) certification, Program Manager Institute (PMI) certification, or Industry-relevant certifications preferred.
- Exceptional skills in leadership, time management, facilitation, and organization.
- Experience in managing stakeholders.
- Experience in strategizing, implementing, and maintaining program initiatives that adhere to organizational objectives.
- Develop program assessment protocols for evaluation and improvement.
JOB DUTIES AND RESPONSIBILITIES:
The contractor must provide the following Transition-In Services for this Order:
- Responsible for contract supervision of all contract employees and the management and administration of the TO performance.
- The TL/PM shall have full authority to act for the Contractor on all matters relating to the daily operation of the PWS contract requirements.
- Participation in a kick-off meeting with the Government, including the COR and the Contracting Officer (CO) within 5 business days of the task order start date. This meeting may be held in-person, at the VAAA, or via teleconference call or other electronic media. The meeting shall take one to two hours to review the baseline management plan and significant dates.
- Provide to the COR the number of contractor personnel to be hired for each Section Group shown in Sections 3.3 – 3.5 of the BPA
- Complete and submit to the COR all required onboarding forms for each contractor personnel.
- Provide notification to the COR once each contractor personnel have completed the following onboarding activities:
- Fingerprint capturing
- Completed the eAPP questionnaire (eAPP questionnaires must be completed by the contractor personnel within 5 business days from the date they receive the assigned questionnaire from the VA Personnel Security Adjudication Center (PSAC))
- Obtained a Personnel Identification Verification (PIV) badge
- Obtained assigned Government Furnished Equipment (GFE).
- Provide the full Transition-In plan.
HOURS OF OPERATION
7:30 a.m. ET to 5:00 p.m. ET Monday - Friday except for Federal holidays or when the Government is closed due to local or national emergencies, administrative closings, or similar Government-directed closings.
PRIMARY PLACE OF PERFORMANCE:
The work under this task order (TO) may be performed at the contractor facility.

Pay Rate: $60 - $70/hr plus benefits based on experience.
Clearance Level Required: Must be able to pass a Federal Background check.
