Summary Internal to an agency-Current federal employees of this agency. This position is located in the Office of Nuclear Reactor Regulation (NRR), Division of Resources and Management (DRMA). The supervisor is Damaris Marcano. This position is Non-Bargaining Unit (NBU). This position requires minimal travel. This position IS not subject to Confidential Financial Disclosure reporting requirements. This position IS not subject to security ownership restriction reporting requirements. Responsibilities The successful candidate will perform the full range of duties (Example: full range of administrative duties for the division). Such duties include but are not limited to: 1. Provide expert technical guidance and advice to the Division Director in assessing and resolving issues within the Division. 2. Provide coordination for accomplishment of special projects requiring coordination among various Branches within the Division. 3. The selectee will be responsible for conducting long-term strategic planning, strategic human capital forecasting, budget formulation, execution, contracts, program planning and program monitoring, to ensure consistent implementation of policies in NRR. 4. Provided expert advice in connection with the formulation, the review, and the evaluation of plans, activities, or policies relating to the organization and management of the NRR. 5. May occasionally serve as advisor to the Executive Team, Leadership Team, and operating levels to enhance the office’s innovative initiatives. Describe duties of the position in the bullets above. Qualifications The ideal candidate will be able to demonstrate the following: 1. Demonstrated ability to assume lead responsibility for a broad range of administrative tasks. 2. Demonstrated ability to identify complex issues and recommend successful approaches for resolution. 3. Demonstrated ability to communicate clearly and effectively, both orally and in writing; AND demonstrated ability to establish effective working relationships with managers, Federal, State, and local government agencies, professional committees, and coworkers. 4. Knowledge or demonstrated ability to learn budgeting principles, performance management, develop and/or manage human capital programs and staffing strategies, and ability to manage business processes. In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. (Example: work efficiently in handling multiple assignments with competing priorities often under considerable pressure to meet deadlines). SPECIALIZED EXPERIENCE is defined as: Experience that demonstrates knowledge of evaluative, planning, and analytical processes and techniques (quantitative and qualitative) for measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Understanding NRC budget policies, procedures, and practices. Understanding of administrative, human resource management, and information technology activities. Education Additional Information The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
