About the Job
The County of San Mateo’s Information Services Department seeks qualified candidates for the position of Technology Business Analyst.
Under general supervision, this position performs complex and technical systems maintenance, operational duties, and/or modification of application systems; serves as a liaison between system users and information technology staff, vendors, and service providers; provides technical and analytical support and training to system users; performs system administration functions to ensure security and effective operation; develops and maintains a variety of automated files, records, and databases; prepares and distributes new procedures, training materials, and a variety of scheduled and adhoc reports; and performs related work as required.
There are currently two vacancies.
The ideal candidate for this position will have:
Receives general supervision from assigned supervisory or management personnel. This position exercises no supervision of staff.
CLASS CHARACTERISTICS
The IS Business Analyst I is the entry-level class in the IS Business Analyst series. Employees at this level have the authority to adapt specific application system procedures and activities to meet the needs of the functional area assigned. Positions at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the II level and exercise less independent discretion and judgment in matters related to work procedures and methods. As experience is gained, incumbents gain full knowledge of concepts, practices, procedures, and policies of assigned function and assignments become more varied and are performed with greater independence.
Positions within the IS Business Analyst I classification may be further distinguished by the area of specialty to which assigned.
These are limited term, at-will positions. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

- Experience gathering and documenting business requirements for business systems implementation and/or enhancements
- Expertise in coordinating user acceptance testing, changes to business processes, and training users
- Experience working with data to create effective business intelligence dashboards, which provide a snapshot into the current health of the organization while identifying opportunities for improvements
- Excellent communication, documentation, diagraming and presentation skills
- Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities
- Strong organization, time management and follow-up skills
- Strong interpersonal skills
- Have attention to detail and ability to deconstruct ambiguous processes and requirements
- Ability to work independently to perform responsibilities effectively and efficiently
- Experience working and leading in a team-oriented, collaborative environment
- Excellent computer, application and system understanding ability
- Excellent Microsoft office tools expertise, including Excel, Word, Visio and PowerPoint
- Ability to learn new software/system applications
