The Georgia Department of Community Health (DCH) is seeking a qualified Test Lead to oversee the implementation of a critical healthcare system transformation initiative. This leadership role offers the opportunity to ensure the quality and functionality of a new modular system designed to improve efficiency and patient outcomes.

Complete Description:
The Georgia Department of Community Health (DCH) is seeking a qualified Test Lead to oversee the implementation of a critical healthcare system transformation initiative. This leadership role offers the opportunity to ensure the quality and functionality of a new modular system designed to improve efficiency and patient outcomes.
Duties & Responsibilities:
- Collaborate with stakeholders to define testing objectives, success criteria, and acceptance criteria.
- Collaborate / Facilitate with subject matter experts to author test strategies and use cases to exercise the Medicaid enterprise.
- Coordinate the execution of multiple test phases including functional user experience, regression, integrations (API and Flat File), reports, and performance testing
- Identify, log, and manage defects through the testing lifecycle, ensuring timely resolution.
- Develop, document and orchestrate detailed test plans, test strategies, and test cases to validate the functionality and performance of the application.
- Coordinate with project managers, module vendors, business analysts, and development teams to understand project requirements and timelines.
- Lead a team of testers, providing guidance on testing methodologies, best practices, and use of testing tools.
- Solicit, assess, and recommend test automation tool(s)
- Coordinate the utilization of automated testing tools and scripts to enhance testing efficiency and coverage.
- Partner with Medicaid Enterprise module vendors and team leads to author cross-module test cases.
- Coordinate the execution of cross-module test cases.
- Conduct risk assessments and provide recommendations to mitigate testing-related risks.
- Develop and maintain test documentation, including test plans, test cases, and test scripts.
- Monitor and report on testing progress, including test execution metrics and defect status.
- Report test progress, defects and risk to DCH executive leadership team and project sponsors.
- Implement continuous improvement initiatives to enhance the effectiveness of the testing process.
- Partner with organizational design term to design and resource the Medicaid Enterprise testing center of excellence.
- Working Multi-Module and Multi-Vendor Environment
- Strong understanding of software testing principles, methodologies, and best practices.
- Experience with both manual and automated testing, including the use of testing tools.
- Coordination of Cross-Functional Testing
- Development of Integrated Master Test Plan
- Requirements Traceability
- Excellent analytical and problem-solving skills with a keen attention to detail.
- Effective communication and leadership skills, with the ability to lead and motivate a team.
- Knowledge of testing in Agile and Waterfall methodologies.
- Familiarity with project management and collaboration tools.
- Medicaid / Healthcare (strongly preferred).
- Familiarity with Centre for Medicaid and Medicare Services (CMS) testing standards and framework (strongly preferred)
- State Government / Public Sector (preferred).
- Project / Program Management Certification (preferred).
- ISTQB Certified Tester – Advanced Level or equivalent certification (preferred).
- Project Management Professional (PMP)® Certification (preferred).
- JIRA Configuration and Administration (preferred).
- Facilitation (preferred).
- Bachelor's degree in computer science, information technology, or equivalent experience.
