Job Summary
The Learning and Development Specialist facilitates individual and multifaceted courses and/or programs and existing and new learning opportunities and events utilizing various mediums, formats, and technologies to address emerging individual and organizational training needs and to create a culture of learning and development. As a member of the Department of Human Resources’ Employment Services unit, this position serves as primary oversight of the HR training and competency programs, UWM -wide learning and development programs, and new employee orientation, onboarding, and employee learning technologies.
Specific duties and responsibilities include:
1. Facilitates individual and multifaceted competency-based training courses and/or programs and professional development opportunities for varied audiences utilizing various technologies and mediums
+ Leads training, competency, and onboarding programs for HR staff, to include technical training in all HR functional areas. Coordinates with HR colleagues to identify training topics, develop content, and promotes training
+ Collaborates with UWM stakeholders to deliver and oversee campus-wide training and development programs. Administers the HR-sponsored professional development training program
+ Manages ongoing delivery of the UWM New Employee Orientation and Onboarding programs and templates, assesses program quality, and implements changes to ensure deliverables meet employee needs
+ Develops, maintains, and interprets policies and guidelines for learning and development
2. Disseminates learning resources, technologies, materials, and processes to support individual and organizational learning
+ Oversees learning technology on behalf of HR. Support implementation of tools for learning and development (e.g., Teams, Canvas, Workday Learning)
+ Identifies, curates, and develops online learning content for designated audiences
+ Maintains resources and facilitate professional development opportunities for employees and supervisors (e.g., HR Sponsored Professional Development program)
+ Facilitates in-person learning programs and team development sessions
+ Develops training to be disseminated to Schools/Colleges/Divisions through their HR Business Partner
3. Identifies, promotes, and maintains internal and external partnerships to foster positive employee educational environments
+ Liaison with internal and external colleagues on training initiatives, remedial training, or campus presentations. Collaborates to ensure effective programming, compliance, and tracking methods
+ Contributes to regular HR meetings to incorporate learning and development
+ Collaborates with campus stakeholders on learning and development and implementation of technologies to meet needs
+ Participates in the Universities of Wisconsin community of learning professionals and coordinate on training and development efforts
4. Identifies, analyzes, and evaluates training needs by collecting, organizing, interpreting, and disseminating program data
+ Recommends learning and development resources as identified through employee surveys , exit interviews, and through communications with campus leaders
+ Develops reports regarding employee training completion to guide decision making. Recommend strategies to increase participation and learning outcomes
5. Additional Responsibilities:
+ Provide counsel to develop, implement, support, and review all HR Department initiatives, policies, procedures, and systems
+ Participate in HR or UWM initiatives through service in projects that directly or indirectly affect the HR function
Hybrid work options may be available. Work will be performed primarily on the UW-Milwaukee campus, with requests for remote work considered after the initial training period. Specifics regarding work location requirements will be discussed during the interview process.
Minimum Qualifications
+ Associate’s degree (or higher) in human resources, organizational development, communications, business, or related field or equivalent combination of experience/education
+ At least two years of demonstrated experience working in human resources, learning and development, training, or organizational development (or related field)
+ Experience using HRIS (e.g., PeopleSoft, Workday) or a Learning Management System for tracking and reporting on employee data
+ Experience training/presenting to various audiences
Preferred Qualifications
+ Experience utilizing technologies (e.g., Microsoft Teams/Zoom, Canvas, PowerPoint) to effectively deliver training/meetings
+ Experience with program needs assessment and survey analysis, including measuring and reporting on impact of training solutions
+ Experience developing and implementing training programs
+ Experience coordinating programs/projects to be inclusive of a diverse work force
+ Experience managing content in a Learning Management System (e.g., Workday)
+ Experience developing communication plans utilizing various platforms (e.g, web sites, email, in person, etc.)
+ Experience developing competencies and learning pathways within a learning and development program
+ Experiencing analyzing and summarizing data using spreadsheet applications (e.g. Microsoft Excel)
Target Salary Range $65,000 – $70,000
