The purpose of this position is to provide information and advice to military and civilian personnel regarding their entitlements for domestic and international shipment and storage of personal property and to provide passenger travel services for all personnel assigned or attached to the Air Force Test Center. Counsels and advises military and civilian personnel on domestic or international movement of personal property. Prepares and/or processes documents to complete moves, makes travel arrangements for groups and individuals, and arranges for shipping of property by all available means: including rail, air, sea, and vehicle. Calculates costs or reviews and verifies shippers' invoices for proper charges. Maintains travel and passenger traffic records, reports, and correspondence. In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support positions located here. GENERAL EXPERIENCE: Applicants must have two years of general experience. This is described as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. OR SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-01 or equivalent to the next lower grade GS-04 in the Federal Service. Specialized experience includes knowledge of transportation operations, instructions, regulations, directives, local operating procedures, and governing entitlements as related to the shipment of personal property. OR EDUCATION: If using education to qualify, applicant must have successfully completed four years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. MUST PROVIDE RELEVANT TRANSCRIPTS! Knowledge, Skills, and Abilities 1. Knowledge or the full range of transportation operations as related to the shipment of personal property. 2. Knowledge or the instructions, regulations, directives, local operating procedures, governing entitlements, and shipment of personal property. 3. Knowledge of tariffs and government contracts regarding travel arrangements and of military and commercial modes of travel and how to arrange reservations for authorized travelers. 4. Knowledge of basic office automation software to perform functions such as standardized word processing, data entry and retrieval for reports and spreadsheets, and similar work. Certification as a qualified typist is not required. 5. Ability to respond to a range of questions from agencies, personnel, carriers, and others regarding the shipment and storage of household goods. 6. Skill in oral and written communications and ability to analyze, correlate, and evaluate transportation data to resolve problems and advise providers and customers. 7. Knowledge of automated transportation systems and procedures to include inbound/outbound GBLs and CBLs, Cargo Movement Operations System (CMOS), Transportation Operation Personal Property System (TOPPS), Defense Personal Property System (DPS) and base financial software. Certification as a qualified typist is not necessary. 8. Performs contract surveillance duties for the Commercial Travel Office (CTO) contract and working knowledge of Worlds pan and Global Air Transportation Execution System (GATES).
