What we do:
The Markets Group of the Federal Reserve Bank of New York (FRBNY) implements monetary policy on behalf of the Federal Reserve System, executes lender of last resort operations for depository institutions in the Second District, provides payments and custody services to foreign central banks, and acts as fiscal agent for the U.S. Treasury. As part of these responsibilities, the mission of the trading desk in the Markets Group is to:
Implement domestic open market and foreign currency operations in a manner that is consistent with the FOMC authorization and directives.
Monitor and analyze global financial markets to inform the formulation and implementation of monetary and fiscal stability policy.
Produce New York Fed Reference Rates
Provide capital markets-related fiscal agency and other services to the U.S. Treasury.
Transact on behalf of foreign and international monetary authorities.
The Treasury Debt Financing (TDF) staff within the Market Group is responsible for executing Treasury auctions as fiscal agent for the U.S. Treasury. Auctions are the primary way that the U.S. government funds its operations and finances existing debt. In 2023, the TDF staff issued over $22 trillion in wholesale Treasury marketable securities to investors on behalf of the U.S. Treasury. The TDF staff also conducts analysis on the primary market for Treasury securities for key stakeholders at the U.S. Treasury, FRBNY, and the Federal Reserve Board of Governors; monitors auction bidding behavior and compliance to auction rules; and provides business expertise and testing support for various Treasury auction initiatives.
The TDF staff is seeking an Analyst to join the TDF business line in the Chicago office.
Your role as an Analyst on the TDF Team:
Develop a strong understanding of all operational aspects of the Treasury auction business in order to process auctions on behalf of the U.S. Treasury. Some examples of daily operations include monitoring auction bidding activity, facilitating the settlement of securities, troubleshooting auction issues, producing statistical reports for U.S. Treasury, Federal Reserve Board and Markets Group management;
Ensure adherence to the Treasury Uniform Offering Circular by becoming well versed in all rules and regulations governing the auction process, contribute to and/or support the development of improved business metrics, and provide recommendations to improve policies and procedures, and streamline current processes;
Analyze and report on the Treasury primary market and auction performance in regular analytical deliverables, including monitoring market conditions and Treasury security trading trends, and evaluating developments impacting Treasury debt issuance;
Collaborate closely with senior members of the TDF staff and other teams in the Markets Group and contribute to ad hoc projects related to operations and market analysis;
Help with the maintenance and enhancement of the existing suite of reporting and analytical tools that support auction execution and operational data/financial market analysis, as well as support the development of new tools;
Engage with the U.S. Treasury to support testing of auction system enhancements;
Provide effective customer service when dealing with auction participants, including primary dealers and institutional investors, and staff of the U.S. Treasury.
What we are looking for:
Knowledge of one or more of the following tools a plus: Tableau, Python, SQL, VBA, MATLAB, R;
Experience in data management and analysis, problem solving, and strong attention to detail;
Familiarity with the U.S. Government securities market, broader financial markets and/or economics;
Ability to meet time critical operational processing deadlines, balance multiple priorities, and work effectively as a team and independently;
Strong written and oral communication and interpersonal skills
Salary Range:
Chicago: $84600 - $104700 / year
