Job Description Summary
Position reports to the Department of Medicine's Senior Director for Research and Administration and Senior Pre-Award Grants Administrator. Performs a crucial role in supporting the ten divisions within the Department of Medicine by formulating and administering grant/contract-related administrative policies and procedures. Position manages pre-award grant and contract processes in support of the Department's efforts to secure external funding from federal, state, local, foundation, and other private sponsors. Responsible for grant preparation and submission, proposal compliance and regulatory adherence, new hire training and support and professional development.Entity

Job Description
Job Duties:
35% - PRE-AWARD: Manages the Department of Medicine’s pre-award process to successfully submit federal and foundation grant proposals by overseeing the proposal development and submission process. Medicine submits approximately 400+ proposals annually, and this position is responsible for preparing and submitting proposals totaling an average of $40 million per year. The pre-award process includes but is not limited to the following:
Collaborates with faculty in proposal development, identifying all components required for submission, such as justifications, scope of work, biosketches, letters of support, and other supporting documentation
Develops and refines budgets and budget justifications in accordance with the scope of the project and agency guidelines. Identifies potential fiscal issues such as cost allowability, cost sharing requirements, F&A rate limitations, etc.
Serves as the primary point of contact for grant coordination and submission. Communicates with outside agencies and subrecipient sites to obtain required documentation for proposal submission.
25% - Prepares, reviews and uploads all federal and foundation proposals for the department and obtains necessary university approvals via Internal Processing Form (IPF) routing and follow-up. Utilizes various internal and external systems, such as Cayuse, eRA Commons, ASSIST and ERMA, extensively for proposal submissions, project updates and annual reporting.
25% - Facilitates timely submission of VA Memorandums of Understanding (MOUs), progress reports, Just-In-Time (JIT) requests and award closeouts; These functions include, but are not limited to, verifying personnel effort and changes in other support, requesting and confirming all required regulatory approvals and trainings are active, developing the budget for the next year’s award period and submitting any applicable prior approval requests and working directly with investigators and ORSP to submit reports via eRA Commons.
10% - Serves as a departmental pre-award expert with a very strong understanding of ORSP/GCA and external agency policies and procedures; works closely with both ORSP/GCA to process carryover requests, pre-award spending requests, subcontract amendments, re-budgeting requests, cost-share account set-up and changes in key personnel, effort, or scope of work. Functions as the departmental pre-award subject matter expert for federal grant transfers and international grant submissions. Provides guidance directly to departmental leadership which includes the Chairman, Vice Chairman and Senior Director for Research and Administration.
5% - Mentors less experienced staff and provides guidance to team members, staff and faculty on federal, state and university policies. Attends and participates in various professional development opportunities, including seminars, webinars, workshops, and conferences organized by external sponsors and/or professional organizations. Completes other duties as assigned to support the mission of the Departmental Grants and Finance Team, Department Leadership and faculty.

Minimum Requirements: A bachelor's degree and three years business, personnel, grant-in-aid or public administration experience.
