About the Job
Highly responsible for technical work enforcing local, state, and federal utility regulations. Oversees 811 “Call Before You Dig” and FDOT and Broward County City utility right-of-way permit submittal evaluations. Manages related utility Bldg. E-plan reviews and coordinates approval. Works under the direct supervision of the Utilities Field Operations Superintendent or designee. Performs reviews through various programs and attends Pre-Application Meetings (PAM), Development Review Committee (DRC), and pre-construction meetings. Coordinate with internal and external customers for various design review submittals. Capable of rendering interpretations of the Environmental Protection Agency (EPA), Florida Department of Environmental Protection (FDEP), Florida Administrative Code (FAC), Broward County, and City of Pompano Beach Code of Ordinances/City Engineering Standard Design details and adopted policies and procedures to ensure the technical provisions of the code(s) are being administered. Monitors and evaluates FDEP Notices of intent/certification for water systems, Broward County Wastewater permits/certifications, and City utility-related NPDES submittals. Also, the Florida Department of Transportation (FDOT) and Broward County right-of-way permit submittals for city-owned utility connections or adjustments. Coordinates approval. Examines large and complex projects to determine whether they have been designed in accordance with American Water Works Association (AWWA) and City Engineering Standard details and all applicable regulatory agency code standards. Consult with architects, engineers, general and specialty contractors, and home/business owners on building permit applications. Examines all documentation and specifications submitted for new or altered residential, commercial, and public buildings or right-of-way improvements related to proposed city-owned utility water, reuse, wastewater, and stormwater facilities and appurtenances. May perform field inspections to better understand complex projects for review purposes. Perform mandatory/verification inspections for water/reuse service work in progress or completed, either approving, disapproving, or issuing a notice of correction when applicable. Investigates complaints regarding alleged code violations, determines the validity of the claims, and recommends remedial action in coordination with the Code Compliance Department. Attends court hearings as an expert witness. Monitors, evaluates, calculates, and tracks project water/reuse consumptive use and wastewater discharge in relation to the City’s Consumptive Use and large user agreement permits. Participates in Rapid Impact/Damage Utility Assessment deployments immediately following a wind and flood storm event. Manages City Underground Utility, Locates contract and contractor benchmarking performance, investigates complaints, and verifies invoice payments for service. Performs related work as required. This is an essential position which requires incumbents to report to work during catastrophic events. Must possess intellectual curiosity and a commitment to data integrity and accuracy.
