SUPERVISORY RESPONSIBILITIES: The Construction Superintendent is a key member of the Construction Team and reports to the Construction Program Leader or Manager. The incumbent will provide direction and supervision to water and wastewater construction crews to include Foreman, Operators and Workers. The Construction Superintendent also oversees routine to complex technical and administrative assignments, including team make-up and staffing, preparing work plans, assuring quality control, managing and tracking cost, ensuring safety programs and practices and maintaining good working relations among the team. The incumbent will be required to coordinate and manage subcontractors and various material providers.
PRIMARY JOB FUNCTIONS:
• Works with the Construction Program Leader in overseeing the Foreman, Operators and Workers in activities related to all phases of water and wastewater system utility construction.
• Serves as the supervisor of construction crew members to include Foreman, Operators and Workers.
• Manages, coordinates and schedules the daily operations of construction personnel.
• Leader in method and deed in focusing on quality and quality management.
• Ensures that Foreman and crew members are following all safety rules, regulations, policies and procedures. This includes ensuring that the Foreman are working in conjunction with and communicating whenever required with the Environmental Health and Safety (EH&S) Coordinator.
• Oversees a team that conducts safety meetings and inspections, and ensures that documentation related to all safety issues is provided.
• Oversees Foreman to ensure they are working closely with the Environmental Health and Safety Coordinator on all topics related to utility construction.
• Oversees equipment procurement and reports on the needs of the field personnel in respect to all areas of equipment use, rental, lease and procurement.
• Manages Foreman to assess day to day operations and schedules, review drawings, identify needs, material management, deficiencies and potential conflicts. Manages material procurement and limits the amount of inventory held in reserve.
• Provides scope of work, productivity estimates and schedules for any Capital related project.
• Handles customer service related issues and functions.
• Mentors and supervises all field personnel. This includes working with operators to find opportunities to further their growth.
• Mentors Foreman in preparing work plans, schedule, and direct work crews and subcontractors to assure maximum efficiency.
• Develops and maintains an effective employee relations plan; supervises and evaluates the performance of assigned personnel.
• Develops and oversees compliance with budgets and participates in development of same.
• Responsible for fostering Employee Development and ensuring adequate training is provided to achieve appropriate skill levels and proficiency for conducting all construction tasks.
• Oversees the Foreman to ensure that all field collected data is being maintained daily and submitted electronically to all appropriate parties.
• Observes and ensures compliance with all Federal, State and Company safety rules, regulations, policies and procedures. Reports all unsafe conditions and actions to the EH&S Coordinator and/or Construction Program Leader.
• Available to participate and lead the start-up of new crews at locations where ASUS receives a new Utility Privatization contract award or where a new crew may be started at an existing installation.
• Responsible for fostering a positive relationship with all governmental entities within the jurisdictions of the subsidiary.
• Travels as required by subsidiary needs.
• Acts as the Construction Program Leader, when needed.
• Performs other duties as assigned
KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
High school diploma or equivalent required
Eight (8) years of prior water and wastewater system construction experience
At least four (4) years of supervisory experience as a Foreman on utility construction projects
Proficient in knowledge of how handle a trench box and the use of quick shoring
Strong knowledge of utility plans and specifications
Proficient skill with lasers, line and grade, excavation and dewatering
Committed to quality service

Has strong communication and organizational skills with attention to detail
When expressing information takes in to account the audience and the nature of the information
Proficient in operating and instructing others on how to use heavy machinery to include but not limited to dump truck, rubber tire backhoe, mini excavator, track excavator, skidsteer, loader and asphalt roller
Communicates both orally and written, with local officials, company management/ staff, customers, and others
Has experience with basic computer skills
Must possess and maintain a valid Driver’s License issued by the state where employed
Must be a United States Citizen
Working knowledge of general hand tools and power tools
Must take and pass Federal OSHA and or State Mandated Safety training with annual refresher courses as required by the associated regulations for this Position. Such training will be provided by company and compliance is mandatory

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
