DutiesSpecific Duties Include: - Conduct Individual Quality Reviews and employ various tools to assess individual Vocational Rehabilitation Counselors, Integrated Disability Evaluation System VRCs, Vet Success on Campus, Vocational Rehabilitation Specialists and Employment Coordinators performance, and to improve the quality and consistency of services.
- Conduct analysis to evaluate and identify deficiencies of elements of a case including application, entitlement, evaluation, planning, case management, fiscal activity, and case closure.
- Conduct Higher Level Reviews (HLRs), in accordance with the Appeals Management Act (AMA), as well as analyze and track the HLR findings for remediation activities.
- Provide explanation for any errors and include comments and guidance where attention is warranted.
- Conducts statistical analysis of quality review data to identify trends, significant problems areas and processes requiring improvement at the individual, station, and district level.
- Communicate quality trend information to management on an ongoing basis for use in operations, decision making, and planning.
- Develop reports and discuss report findings with local leadership as appropriate to address corrective actions, trends in case reviews, and disagreements with findings.
- Collaborate with VR&E's Service Systematic Technical Accuracy Review (STAR) Team to ensure consistent policy and guidance to the quality reviews.
- Provides periodic assessments to VR&E staff & management regarding findings of case reviews, best practices in service delivery, and opportunities to improve quality of service delivery and increase positive outcomes.
- Serve as an advisor and consultant to VR&E Service and Regional Office management on precedent determinations involving decisions in individual cases and/or on technical/operational matters related to the program deficiencies, best practices, or recommendations for improvement(s) for either internal controls, program delivery outcomes and improving direct counseling services under the program.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement: 10/30/2024 1. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. - For a GS-13 position you must have served 52 weeks at the GS-12 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. - Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
3. MINIMUM QUALIFICATION REQUIREMENT: In addition to the time-in-grade and individual occupational requirements, you must also meet the following grade-specific qualification requirements: GS-13 Grade Level:- Individual Occupational Requirement AND Specialized Experience: In addition to meeting the individual occupational requirement stated above, applicants must also have at least 1 year of specialized experience equivalent to the GS-12 grade level or higher.
- Specialized experience is defined as experience providing professional vocational rehabilitation counseling or case management work involving Veterans with a wide variety of disability conditions (e.g., mental health, physical, cognitive, visual/auditory, substance abuse). Applicant must demonstrate experience interpreting and applying laws, policies, and regulations related to the employment of disabled Veterans.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
