The Finance Community safeguards the assets of GSUSA and the Movement through strong governance, sound financial practices, and internal controls. It is organized into three functions: Controllers, Treasury, and Financial Planning & Analysis. Key responsibilities include fiscal reporting, managing investment portfolios, fulfilling fiduciary duties for the pension and retirement plans, cash flow management, and budget forecasting.

The team provides financial analysis to support executive decision-making and collaborates with other departments to ensure investments are justified and performance metrics met. They also staff key committees and maintain a network of Council CFOs to align financial strategies across the organization. Focused on continuous improvement, the division emphasizes talent development, streamlined processes, and technological innovation.

POSITION SUMMARY

The Corporate Treasurer, reporting to the Chief Financial Officer, plays a key role in maintaining the organization's financial health by overseeing cash management activities such as receipts, disbursements, banking, short-term borrowing or investment, and safeguarding funds, securities, and financial instruments.

The Corporate Treasurer, supported by two direct reports, ensures the timely and accurate processing of all cash and negotiable instruments received at Girl Scouts headquarters. This role also establishes and enforces sound policies for extending credit to customers and managing account collections in accordance with credit laws and regulations, while ensuring funds are available as needed and excess operating funds are appropriately invested.

ESSENTIAL RESPONSIBILITIES - Primary duties of the position

• Maintain adequate funds to meet the organization's immediate financial obligations, invests the maximum amount of available funds, initiates borrowings when needed, and analyzes financial and accounting records, within the context of external financial trends to forecast future financial positions.  Maintains cash reporting & production of rolling cash forecasts. 

• Serve as the organization's primary liaison with banks, investment managers, investment consultants, actuaries, pension administrators, credit card processors, credit rating agencies, and customers. As an authorized and Board-approved designee of the Chief Financial Officer and Board Treasurer on all bank accounts, manage GSUSA’s operating accounts and ensure compliance with all banking regulations. Responsible for the final review of payments to verify their corporate purpose and sign hard copy checks when necessary.

• Oversee and manage investment consultants for three distinct investment portfolios, ensuring adherence to portfolio objectives, asset allocation compliance, fund manager selection, and performance monitoring and reporting. As a member of the investment subcommittee, responsible for overseeing approximately $750 million in pension and endowment assets, including conducting investment manager performance reviews and tracking asset values and market returns. Collaborate with GSUSA consultants to conduct due diligence on current and potential fund managers. Additional responsibilities include monitoring the portfolio's asset allocation to maximize returns, managing the trustee relationship for asset safekeeping, and addressing administrative tasks such as billing and fund transfers.

• Oversee GSUSA’s public posture with various charity monitoring organizations.  Ensure that charity monitoring organizations have the latest organizational information as it relates to financials, tax returns, staff and board roles.  Review on a periodic basis and pursue updates/corrections as necessary.

• Manage the GSUSA corporate card program, acting as the primary liaison with the card issuer. Oversee the issuance of corporate cards to staff, ensuring compliance with internal procedures. Track card balances and follow up on overdue payments. Ensure that GSUSA-issued P-Cards and Travel cards are used exclusively for approved business purposes, supported by proper documentation, and that payments are made promptly.

• Oversee GSUSA’s 401k plan investment relationship with Fidelity, tracking quarterly performance results and market returns for employee investment options. Manage the third-party fiduciary relationship, where applicable.

• Meet the organization's obligations to tax authorities by ensuring strict compliance with all applicable statutes and regulations and by promptly and accurately reporting to federal and state agencies.  Manage the state sales tax registrations and exemptions process.

• Serve as systems administrator for MIP/Abila and Certify/AmTrav with the issuance/removal of credentials to staff as needed. Define user levels and related access rights. Periodically review all credentialed users for changes to job functions and to determine if changes to access rights are required.

• Oversee the signature approval process.  In line with existing approval authority levels, process changes for staff to establish/remove signature approval authority based on employment status or changes to job function.  Periodically review all signature authority levels for changes and compliance with internal policy.

• Coordinate the Investment Subcommittee (ISC) and Pension Advisory Committee (PAC) meetings, supporting the CFO in her/his role as lead to ISC and PAC.  Ensure that these Board committees have the information necessary to fulfill their fiduciary responsibilities and make appropriate and timely decisions.  Develop and publish agendas, draft meeting minutes and execute action items.  Provide analysis of reports and summarize investment results.  Manage all operational duties for three investment portfolios.

• Provide coaching, guidance, and developmental opportunities as needed to effectively motivate members of the Treasury Team.

• Safeguarding of organizational assets through prompt and accurate processing of monies received.  Responsible for overseeing the cashier's office to ensure that incoming money is safe guarded; and oversees accounts receivable and registration cash received daily through the lock box system.

• Contribute to the sound financial position of the organization by making sound credit recommendations and by effectively managing accounts payable and accounts receivable, including effectively collecting delinquent accounts and minimizing bad debt without adversely affecting sales.  Oversees credit checks on new suppliers of services to GSUSA, the collection of delinquent accounts, and the maintenance of current credit information on all vendors/agencies. Track aged receivables and follow up as needed to ensure that payment is obtained in a timely manner.

• Contribute to the accuracy and timeliness of payments for Girl Scout debts by reviewing the supporting documentation, signing checks as appropriate, and assuring that adequate funds are available to make payments.

• Contribute to the maintenance of current financial or staff-oriented policies, by recommending changes and implementing revised methods and procedures based on knowledge of external trends and new systems; introduces enhancements to current systems or implements changes based on new technologies or changes in treasury and/or banking operations.

• Work with IT and accounting to ensure proper credit card processing for the organization.

• Manage special projects as needed.

• Solid understanding of generally accepted accounting principles (GAAP) and practices
• Experience and knowledge of credit and collection, cash management, payroll, cashiering functions
• Experience managing multiple banking and investment manager relationships
• Demonstrate exposure to policies and procedures as they relate to investments, cash management and debt management
• Experience analyzing financial problems and developing solutions, evaluating work program effectiveness and being able to lead projects and provide guidance to professional staff
• Communicate effectively, both orally and in writing and interact with all levels of staff
• Proven management and supervisory experience, with emphasis on coaching and leading staff
• Proven expertise in budgeting process and management
