The Superintendent of Water and Sewer is an exempt position under FLSA which performs administrative duties. Planning, organizing, and directing the operations of the water distribution system and the sanitary sewer collection system are the primary responsibilities of this position. Monitoring the department budget(s), and ensuring compliance with federal, state, and local regulations is also required. This employee should possess excellent supervisory, mechanical, communication, organizational, and public relation skills
A DAY IN THE LIFE:
- Directs the maintenance and operation of the Water Distribution System and Sanitary Sewer Collection System; monitors performance to ensure customer service, efficiency, and productivity expectations are met; monitors expenditures to ensure Division is fiscally responsible.
- Ensures safe potable water and adequate water supply for Public Fire Protection for the citizens of Hutchinson.
- Ensures that wastewater is properly conveyed through the sanitary sewer collection system.
- Maintains department compliance with federal, state, and local regulations regarding safe drinking water and sanitary sewer collection systems operations;
- Operates specialty computer software programs (Lucity, GIS, etc.).
- Analyzes data from the Maintenance Management Software database to plan for future sanitary sewer rehabilitation or replacement projects.
- Implement modern maintenance practices in the sanitary sewer system including root control, flushing program, infiltration and inflow reduction, pipe cleaning, and pipe and manhole repair practices to ensure optimal system operation.
- Provide recommendations for future water main replacement projects by reviewing water main break trends and other information in the maintenance management database.
- Oversee the identification and replacement of partial or all lead water services to comply with Lead and Copper Regulations.
- Plans, establishes, and implements the annual sanitary sewer and water distribution operating budgets.
- Prepares the MERF (Municipal Equipment Reserve Fund) for department equipment replacements.
- Supervises and trains divisional personnel with the operation and maintenance of the water distribution and the sanitary sewer collection system.
- Participates in the selection of staff, conducts or coordinates staff training to ensure safe and efficient work performances, works with employees to correct deficiencies, and initiates and administers informal and formal corrective action as needed.
- Ensures efficient and effective after-hours response to water distribution and sewer collection problems.
- Attend related workshops and training to keep up with modern maintenance and operation practices.
- Oversee employee performance evaluation process and provide training and development opportunities to improve employee skill sets for future advancement opportunities.
- Performs other duties as deemed necessary or assigned.
WHAT YOU'LL NEED TO BE SUCCESSFUL:
- EDUCATION:A high school diploma or GED is required for this position. A Bachelor's Degree in Engineering, Environmental, Physical Sciences, or related fields is preferred.
- EXPERIENCE:A minimum of Four (4) years of supervisory and managerial experience in a related field is required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well within one year of employment.
- CERTIFICATIONS/LICENSE: A Class IV KDHE Water Operator's Certification and a Class II Wastewater Collection Systems Certification are required within 12 months of the first eligibility date for obtaining certification. Must possess and maintain a valid Kansas driver's license with acceptable driving record.
