Utah Weatherization Assistance Program is seeking to hire full time Program Specialist, with an emphasis on residential Energy Auditing & Quality Control Inspections, to work on our team. This position is housed in the Department of Workforce Services (DWS) within the Housing and Community Development (HCD) Division and is based in Clearfield Utah.
ABOUT THE UTAH WEATHERIZATION ASSISTANCE PROGRAM
Founded in 1977,The Utah Weatherization Assistance Program reduces energy costs for low-income households by increasing the energy efficiency of their homes,while ensuring their health and safety. Weatherization addresses barriers to self-sufficiency in order to empower individuals,strengthen families,and build communities.
This is an entry level position for individuals who have desire and motivation to learn additional skills over time.
This Energy Auditor & Quality Control Inspector position earns a competitive initial wage between $22.50 & $25.00/hour based on experience and credentials,but we will train the right person.
Principle Duties
A Weatherization Program Specialist assists in facilitating the Weatherization Assistance
Program (WAP) throughout the State of Utah. The key activities will include:
- Conducting on-site inspections of work done by program providers ensuring that federal regulations,state policies,and established procedures are in compliance
- Developing,and delivering training and technical assistance to stakeholders and subordinate agencies on program identified needs.
- Collaborating in program policy development
- Enforcing program statutes,regulation and policy
- Collaborating with multiple stakeholders including local providers on low-income residential energy conservation needs
- Providing training and technical support to local providers and stakeholders throughout the state to provide education and/or ensuring compliance with federal rules and program regulations
- Collaborating with team members and management on recommendations for program improvements
- Resolving questions and conflict issues by responding to requests,issues or problems from local providers and stakeholders

- Working knowledge of construction and/or construction related inspections
- Working knowledge of residential energy conservation
- Working knowledge of federal funding,regulations,and processes
- Demonstrated knowledge of:
- Building Science
- Residential Energy Conservation
- Residential Construction Principles
- Heating,Ventilation,& Air Conditioning
- Building Codes
- Quality Assurance Inspections
- Monitoring for compliance with applicable federal and/or state laws,regulations,and/or agency policies,standards and guidelines.
- A high tolerance for managing complex situat
ions and ability to create workable
- solutions
- Excellent communication skills including the ability to convey complex and technical
- information clearly to non-technical audiences
- Self-motivated with the ability to prioritize workload,meet multiple deadlines and
- manage changing priorities.
- Experience writing correspondence,reports,documents and/or other written materials.
- Experience working with people in a manner which hows sensitivity,tact,
- professionalism and responsiveness
- Advanced skills with Microsoft Office products,specifically in Word and Excel
- Advanced skills with Google Workspace products,specifically in Sheets,Forms,Drive
- Skills with Adobe Acrobat,creating fillable forms,Javascript
