General Summary:
Responsible for assisting in the administration of the Agency’s Workers Compensation program with a focus on compliance with all applicable State and Federal regulations and an overall objective to reduce the operational cost impact of workers compensation by promoting maximum functioning and productivity. Ensure that program management is within company service standards and industry best practices.
Essential Duties and Responsibilities:
- Assists the program manager with the administration of the agency Workers Compensation (WC) Program, which includes responsibility for overseeing the reserving practices, adherence to special handling instructions, and third-party vendor management by the WC Third Party Administrator (TPA). Manages the daily and monthly financial process including approval of all expenditures made by the TPA. Resolves all discrepancies in accordance with Financial and Procurement policies and procedures.
- Assists the program manager with audit procedures to insure TPAs adherence to statutory performance measures. Identifies statutory noncompliance, develops and implements performance improvement plans to promote observance of mandatory performance goals.
- Assist Program Manager with periodic WC claim reviews between TPA, Risk Management and DART Management using agreed upon protocols. Evaluates performance of all parties and identifies areas for improvement. Develops goals and objectives to enhance future reviews.
- Assist with development and implementation of policies and procedures in support of the agency-wide Workers Compensation Program. Ensures the program is in compliance with applicable statutes, policies and rules.
- Assist with developing and implementing policies that maximize coordination and utilization of human capital to support the attainment of all departmental strategic goals.
- Assist in performing a variety of complex analyses of internal costs; reviews and evaluates incurred costs, prepares budget estimates, schedules, and financial and statistical information. Provides concise on-point reports to support management decision-making.
- Creates reports and implements agency-wide programs and audits to highlight Workers Compensation program compliance and identify areas for improvement. Develops and implements training initiatives for employees, management and external vendors to enhance program compliance and reduce the impact of lost time on the operating budget.
- Creates and presents agency-wide, one-on-one and departmental training programs that focus on compliance and reducing unscheduled absences.
- Provides testimony and support to Human Resources and Legal for employment issues involving the agency’s Workers Compensation program.
- Performs other related duties as assigned.
Minimum Knowledge, Skills, and Abilities Required:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, Finance or related field.
- Three (3) years related experience working with applicable laws, policies and statues governing Workers Compensation programs, to include two (2) years of experience with high volume claims.
- Must have a Workers Compensation adjusters license.
- Valid Texas Class A, B, or C drivers license, No Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles or drive in the course & scope of job.
- Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
- Proficiency of PC software applications to include Microsoft Office or other related software applications.
- Comprehensive working knowledge of FMLA regulations and disability management.
- Demonstrated ability to prioritize work to meet very specific deadlines.
- Ability to read and comprehend a variety of work related/required technical manuals, safety rules and regulations.
- Ability to handle situations with a high degree of professional maturity, sensitivity and confidentiality, which may require negotiation, adaptation of response or some research according to employees personal circumstances.
- Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
