About the Job
ANSER is seeking a workforce assessment and planning senior analyst with semiconductor or microelectronic industry experience. In this key program role, you will conduct workforce assessments, and develop and deliver workforce plans, identify requires skills for workforce development and growth and support development planning. In addition, you will assess potential collaboration opportunities within academia and research institutions on current and future workforce capabilities and skill sets. You will research, develop white papers and reports provide guidance on short- and long-term skills, education and talent assessments and requirements across the United States within the semiconductor and microelectronic industries. You will identify solutions to current and future talent and skills gaps and provide recommendations for the development of skilled labor and technical expertise within the semiconductor industry.
Day to day include:
- Facilitating the alignment between national workforce development ecosystem and industry demands for a skilled and diverse workforce in the semiconductor industry.
- Develop strategies regarding voluntary education frameworks based on identified demand for specific technical skills, competencies.
- Develop programs to increase or enhance current resources to support semiconductor industry worker training, available infrastructure and faculty.
- Provide support for augmentation of existing scholarships and apprenticeship programs with a specific focus on work-based learning opportunities.
- Establishing programs for reskilling partnering with national agency staff and program leaders on upskilling existing federal staff into relevant fields.
Required Qualifications:
- Bachelor’s degree in human resources, electronics, engineering, or similarly related field.
- 10 or more years relevant experience in workforce planning, development, or analysis.
- 5 or more years relevant experience within the semiconductor or microelectronics industries.
- Experience/knowledge of in engineering, manufacturing, and/or technician workforce development.
- Demonstrated experience in communicating technical information to non-technical audiences as well as developing papers, reports, and briefings targeted to decision makers.
- Demonstrated experience to solving complex problems across the Government, industry, and/or academia.
- Ability to obtain and maintain a SECRET security clearance.
Preferred Qualifications:
- Master’s degree.
- Experience/knowledge of supporting the planning and management of projects within a federal context.
- Experience/knowledge of in budgeting, contracting, and financial management.
- Experience/knowledge of supporting policy and process improvement activities.
- Experience/knowledge in working with underrepresented groups and/or promoting diversity, equity, and/or inclusion.
