ZONING CODE INSPECTOR Position Purpose/Summary This is responsible and
technical inspectional and enforcement work in securing compliance with
laws governing state and local municipal zoning, State Sanitary and
Zoning related Building Code requirements. Work involves responsibility
for reviewing and inspecting zoning, nuisance, signs and related codes,
ordinance and regulations in effect for the City of Springfield.
Although supervisor advice and assistance is available an individual
must be able to perform each duty satisfactorily, which may require
judgment and discretion through review of reports and conferences. No
supervision is exercised over the other employees. Essential Functions
Assists and works closely with the Building Department Inspectors and
other local officials with regulatory obligations and municipal
ordinances governing zoning issues. Provides the basis for a better
understanding of land development process. Inspects commercial and
multi-family or residential dwelling structures and property for proper
conformance to various ordinances and codes. Distributes technical
information on zoning laws and methods. Interprets and review
engineering plans, plot plans and other related documents for compliance
with sign design/permits and construction regulations. Review fence,
sign, motor vehicle license (Class I, II, ifi), Pa Brokers, Pool Table,
Second Hand Dealers, Gun Shop Licenses, applications and Special Permit
conditions which have been granted or denied by the City Council of
Springfield. Have a strong knowledge of the Massachusetts State Sanitary
Code, Massachusetts General Law and basic Massachusetts State Building
Codes and City Ordinances. Provides legal opinions on non-conforming
structure and uses through resources provided by city data/files and the
Hampden County Registry of Deeds for realtors, lawyers and the general
public. Performs related work as required or assigned. Knowledge,
Skills, and Abilities Ability to investigate complaints and obtain
evidence to issues verbal or written orders for the correction of
violations or obtain show-cause orders to assist the Law Department for
prosecution to obtain compliance of said violations. Ability to attend
Board of Appeals meetings and Public Hearings when necessary. Ability to
express oneself clearly and concisely, orally and in writing. Ability to
establish and maintain effective working relationships with other
inspectors, general public, etc. Education and Experience Experience in
technical trades, municipal planning, real estate, or building
inspections. Graduation from a Four-Year College or University,
including or supplemented by courses related to zoning laws,
environmental sanitation, or city planning.
