ZONING ENFORCEMENT OFFICER
JOB DESCRIPTION
TITLE: Zoning Enforcement Officer
DEPARTMENT: Planning & Zoning
REPORTS TO: Town Planner and the First Selectman, First Selectman’s office, and any other duly authorized represented employee of town hall
HOURS: 20 Hours Per Week
GENERAL DESCRIPTION
The incumbent is responsible for providing administrative support for the Planning & Zoning Office. These duties are accomplished through effective coordination and use of computerized calendar systems, reporting systems, web-based applications, and reporting tools.
SUPERVISION RECEIVED
Works under the general supervision of the Planning & Zoning, or other department supervisors, or managers designated by the First Selectman’s Office
DUTIES AND RESPONSIBILITIES
KNOWLEDGE, SKILLS, AND ABILITIES
The incumbent must be able to demonstrate:
Computer, copy machine, fax machine, printers, calculators, and other standard office equipment.
PHYSICAL DEMANDS
The physical demands described are representative of those that must be met by the incumbent to successfully perform the essential function of this job. Reasonable accommodations may be made to enable otherwise qualified individuals with disabilities to perform the essential functions, Occasionally the employee is required to walk across the different levels of the building, take stairs, use arms, hands, fingers, and eyes to operate office equipment. The incumbent may occasionally be required to lift and/or move supplies and materials up to ten (10) pounds. Specific vision abilities required for this job include close vision for an extended period and ability to adjust focus as needed.

DUTIES AND RESPONSIBILITIES
- Together with the Building Official and the Valley Health Officer, administer and enforce the Town's Blight Ordinance.
- Works under the direction of the Town's Planning and Zoning Commission.
- Administers and enforces all Local, State and Federal Zoning Regulations.
- Investigates complaints of alleged violations, when in writing, with proper contact information.
- Reviews applications and plans for completeness and conformity, as time permits.
- Maintains accurate documentation, in the files, of all issues that come to the Zoning Office.
- Works with Town, State and Federal agencies to address zoning issues. These are the Town Attorney, Building Inspector, Town Engineer, Planning and Zoning Commission, Zoning Board of Appeals and Inland Wetlands Commission, as well as any other entity as needed.
- Provides the Planning and Zoning Commission with a Monthly Report at their regularly scheduled meetings.
- Maintains regular Office Hours.
- Meets with property owners and or their agents to discuss issues and or violations that need to be addressed.
- Perform follow up inspections to check for Zoning Conformity.
- Issue appropriate paperwork: Including but not limited to Certificate of Zoning Compliance, Warnings, Cease and Desist, as well as Blight Violations.
KNOWLEDGE, SKILLS, AND ABILITIES
The incumbent must be able to demonstrate:
- Have a working knowledge of Town, State and Federal Zoning Statutes.
- Advanced working knowledge of computers and Windows and Microsoft-related applications (i.e., Word, Excel, PowerPoint, etc.) as well as any special programs or applications used by the Town.
- Considerable ability to adapt to changing priorities and requirements.
- Considerable ability in oral and written communication.
- Considerable ability to establish and maintain effective working relationships with co-workers, other agencies, community, organizations, and citizen groups.
- General knowledge or office procedures and techniques, including filing, records, composing routine and special correspondence and reports, and reporting system.
- General knowledge of the secretarial and clerical requirements operations of the Town Hall or other governmental office a plus.
- State Certification as a Zoning Enforcement Officer and the ability to maintain the State Certification. State certification must be by Connecticut Association of Zoning Enforcement Officials (CAZEO)
